How does one withdraw from a country?

Phillip Carter lays out exactly how this can be accomplished. Missing from his scenario, though, is a satisfying explanation of what happens with all of the weapons our military will be leaving behind. The Iraq  of today doesn't exactly strike me as a wise place to leave tons and tons and tons of arms, combat vehicles, and weapons systems without any real stewardship.
