Good reporting! I think the usefullness of congressional hearings has been reduced by skillful spin and avoidance by GOP witnesses. They must have a flock of lawyers and PR folks to tell the witnesses what they can say (including 'I can't recall, it was so long ago') that make it all sound like biz as usual.
Two key things you mentioned: (1) EPA can't set standards for non-EPA workers on cleanups of disasters (2) were EPA inspectors absent from the site during the cleanup period, as claimed by workers?
Both of these seem like they deserve some close follow-up.
Imagine if the debris consisted of nuclear contamination from a dirty bomb? Would EPA take the same positions?

Does your role with the consortium extend to print versions of the involved journals?
It does in theory, but in practice, most of these magazines run as many articles in two days on the internet as they do in their print editions all month. So it will happen when the timing is right.
