New article

I wrote this article early last week before the Josh Bolten news broke, and before this story--suggesting the administration wouldn't allow the Department of Justice to hold them accountable for statutory contempt-- ran in the Washington Post. So a little bit has changed. Now, as I wrote a couple days ago, it seems like Congressional Democrats will have to bring an inherent citation trial in (most likely) the House of Representatives.
