Rahm Emmanuel's defense of earmarks (in an era of earmark reform) is an important retort to those who would like to see earmarks abolished completely. I seriously doubt that earmarks are going anywhere--voters may not like "earmarks" but they like "their earmarks" and Congressmen understand this.
