McCain didn't vote. This is technically a veto proof majority, but my guess it will only be a veto-proof majority until the president vetoes this, at which point a large number of those Republican "yeah" votes will flip.

The Prez has the Rethugs covered. If they wanted to vote against this bill but were electorally afraid to do so, they get the best of both worlds. Credit for good intentions, and bad desires rewarded. Conversely (or something), Bush can revel in the thought that when it gets tough, his minions bend over.
I used to like our constitution, but Bush/Cheney have created a new reality, right?
