Carbon and the bailout

Conservatives are having conniptions about this bailout bill provision:

income and gains derived from the exploration, development, mining or production, processing, refining, transportation (including pipelines transporting gas, oil, or products thereof), or the marketing of any mineral or natural resource (including fertilizer, geothermal energy, industrial source carbon dioxide and timber).

Their fear is that, by classifying industrial CO2 as a natural resource, Congress has laid the foundation to tax the hell out of it. Hopefully they're right. Meanwhile, there are a number of other positive green measures in the bailout bill. Kate Sheppard has a rundown.
