BayhI'm not really sure the newly created anti-progressive caucus of Democrats will make the Senate any less progressive than it was when it had an informal anti-progressive caucus comprised of exactly the same members. Perhaps it will make some "moderates" a little bit more brave than they have been, but for the most part it sounds an awful lot like a clique deciding to give themselves a team name and get media attention for doing so.

Note that caucus chair Evan Bayh endorsed Barack Obama and claimed to support "change we could believe in." That was apparently before he realized there was a lot of money in holding reform hostage, because now he's leading the effort to obstruct the president's agenda, even though Obama won his state and he has little grounds on which to argue that saving his seat requires him to position himself to the right of the administration.

Die erste Verfassungsbeschwerde

gegen das Rettungspaket für die Finanzbranche im Wert von fast 500 Milliarden Euro ist am Freitag gescheitert. Das Bundesverfassungsgericht nahm den Antrag eines Commerzbank-Aktionärs nicht zur Entscheidung an. Er müsse sich zunächst an die Gerichte der unteren Instanzen wenden, hieß es zur Begründung.

Der Präsident des Gerichts, Hans-Jürgen Papier, hatte bereits kürzlich eine schnelle Entscheidung über die Verfassungsbeschwerde angekündigt. Ein Aktionär der Commerzbank hatte darin gegen das erste Rettungsgesetz für das Finanzgewerbe vom vergangenen Oktober geklagt.

Im Dezember 2005 befreite der amerikanische Finanzinvestor Lone Star die deutschen Gewerkschaften von einer zu groß gewordenen Last: der Allgemeinen Hypothekenbank Rheinboden (AHBR). Die Beteiligungsgesellschaft der Gewerkschaften (BGAG) musste einen „negativen Kaufpreis“ von fast 900 Millionen Euro zahlen. Ohne diese Mitgift hätte die „Heuschrecke“ Lone Star die marode AHBR nicht übernommen. Die Zinsschieflage der AHBR hatte seit dem Jahr 2002 Stützungsmaßnahmen über mehrere Milliarden Euro erfordert, die größtenteils aus den Gewerkschaftskassen geleistet werden mussten.

Dem Verkauf der Hypothekenbank ging die Veräußerung der Bausparkasse BHW an die Postbank im Herbst 2005 voraus. Die BGAG und der Beamtenbund verkauften ihre BHW-Pakete von 39 beziehungsweise 36 Prozent an das Bonner Institut. Das BHW hatte bis dahin die unternehmerische Führung bei der AHBR inne und diese auch konsolidiert. Mit diesen Veräußerungen schlossen die deutschen Gewerkschaften ihr Kapitel der Gemeinwirtschaft ab. Bereits in den achtziger Jahren kam es zu gefährlichen Zusammenbrüchen beim Wohnungsbauunternehmen Neue Heimat oder der Einzelhandelskette Coop. Doch das Ende der Gemeinwirtschaft - der Gewerkschaftskonzern BGAG galt zeitweise mit mehr als 80.000 Mitarbeitern als eine der größten Wirtschaftseinheiten Deutschlands - besiegelte die Zinsschieflage der AHBR.

Investmentbanken wie die Deutsche Bank, Goldman Sachs und J.P. Morgan erzielen wegen ihrer Nähe zu den Kapitalmärkten schneller wieder hohe Gewinne. Während sie der Absturz der Märkte nach Lehman besonders hart traf, profitieren sie nun von dem Aufschwung an den Börsen und dem Kapitalbedarf der Firmen und Staaten. Sie nutzen die Erträge, um einen Teil der auch bei ihnen noch immer hohen Altlasten abzubauen, ohne das Kapital anzufressen.


Häuser wie Commerzbank, Postbank sowie die Immobilien- und Landesbanken haben diesen Puffer nicht. Hinzu kommt, dass all diese Institute, deren Brot- und Buttergeschäft die Kreditvergabe ist, in der Rezession mit neuen, hohen Ausfällen rechnen müssen. Sie brauchen dann frisches Kapital oder eine Bad Bank, die ihnen wenigstens ihre Altlasten abnimmt.

Ausgestanden ist die Krise aber auch für die Investmentbanken nicht: Wenn der unverhoffte Börsenfrühling endet, wird man sehen, dass auch die Kapitalmarktkönige unter dem Rouge noch ganz schön blass aussehen.

Asia Helps Itself


There is nothing like a global crisis to give relevance to multilateral organizations. And nothing like China-Japan rivalry to breathe life — or at least money — into Asian regional cooperation.

So the annual meeting here this week of the Asian Development Bank has been a window into what Asia can do to help itself, and how enhanced regional cooperation can help the global economy both grow and avoid protectionism and division into blocs. But the meeting has also reflected deep concerns among Asian finance ministers about the difficulties of adjusting their economies to a changed world in which growth can no longer be led by exports to the West. Few of them displayed much faith this week in the durability of the current bounce in financial markets.

Two years ago, the ADB was searching for a role in an Asia that was growing fast with surplus savings, burgeoning foreign exchange reserves and easy access to capital. Now the bank finds itself in the position of being courted both as a focus of regional cooperation and as a source of funds to help Asian countries face the crisis. Middle income countries like Indonesia and the Philippines have come knocking on the bank’s door, looking for funds to boost government spending, particularly on infrastructure and for social safety nets as unemployment rises.

To meet demand, ADB member countries have agreed to a 200 percent increase in the bank’s ordinary capital resources and to speed up disbursements from its soft-loan Asian Development Fund for the poorest countries. Overall, ADB lending is aimed to increase by 50 percent over the next two years, to around $16 billion.

Zehn der 19 größten US-Institute benötigen insgesamt 75 Milliarden Dollar - das ist weniger als erwartet und zeigt zugleich, dass bereits neues Vertrauen geschaffen wurde. Doch bedeutet das Ergebnis des von US-Präsident Obama verordneten Stresstests schon die Wende in der Finanzkrise?

Präsident Franklin D. Roosevelt beendete im März 1933 die größte Bankenkrise der Geschichte mit einem Trick. Er verkündete "Bankferien": Alle Kreditinstitute wurden für vier Tage geschlossen; danach durften die meisten von ihnen wieder öffnen, aber erst, nachdem Experten der Regierung die Bücher geprüft und die jeweilige Bank für überlebensfähig erklärt hatten.

Es war der Wendepunkt der Weltwirtschaftskrise in Amerika: Dank des staatlichen Gütesiegels konnte der Finanzsektor wieder Vertrauen gewinnen, das Kreditgeschäft begann sich zu normalisieren. Was für Roosevelt die Bankferien waren, das ist für Barack Obama der Stresstest. Zweieinhalb Monate lang hatten Experten des Finanzministeriums und der Notenbank Federal Reserve die Bücher der 19 größten Banken der Vereinigten Staaten geprüft.

Jetzt liegen die Ergebnisse vor. Die Regierung ordnet zwar nicht an, welches Institut bestehen bleibt und welches nicht, aber sie scheidet auf andere Weise die Starken von den Schwachen: Sie bestimmt, welche Bank wie viel Kapital braucht, um die Krise durchzustehen.

Hi everyone. I submitted my health care story to Organizing for America online, and they’ve asked me to write a guest blog about my experience. Here's what I can tell you:
Though I'm a lifelong Democrat, my husband and I raised our three kids in a mostly Republican suburb. For years and years, I kind of rolled over and skirted political conversations with my friends and neighbors. I didn’t want to engage in debate.

Then last fall, after more than 20 years, I finally decided to have the courage of my convictions. Barack Obama inspired me to get involved. I wasn’t happy with the direction of our country and I thought to myself: enough is enough. I spent lots of time researching the issues and learning about then-Senator Obama’s positions. Eventually, I figured out that I could make a real difference in my own network of family and friends by reaching out to people through email and responding to all the emails going around that I knew weren’t true. You know what I learned? My friends are still my friends. People have started coming to me to understand what’s going on; they rely on me to tell them the truth.

Since the election, President Obama has inspired me to stay involved. I think he’s so sensible and so right on so many of the issues I care about. I woke up at 5am yesterday to attend the Health Care Town Hall in Green Bay. It was fascinating – great questions, so much excitement and not an inch of space in the room.

Unfortunately my health care story is not unique, it’s typical. My husband and his business partner run a small machine shop their fathers’ founded in the 1950s. They’ve always provided their employees with single and family coverage, but as premiums have become more expensive, they’ve been forced to modify the kind of coverage they provide. Between this year and last, costs have increased 8 percent. In order to continue to provide health insurance, they’ve had to switch to a high deducible plan. Last year, they paid $132,000 in health care costs for a plan with a $2,500 deductible. Those costs are cutting into their profits and eating into our family income. Truth be told, the policy isn’t all bad – there are actually some great things about it. For example, all our preventative care, including physicals, mammograms and colonoscopies, are covered regardless of whether or not we’ve reached our deductible. That focus on preventative care is great - its something a reform plan should build on. But when you add up all the costs of our plan, we have to spend an awful lot to receive any of the benefits.

It’s true that we’re in the midst of a terrible recession. But I don't think maintaining the status quo when it comes to health care is an option. I keep thinking if small businesses like my husband’s are the life blood of our economy, how will it ever bounce back when small business owners can’t eek out a profit because health care costs are so high?

Everyone I know cares about this issue – my Republican friends care just as much as my Democratic ones. We’re all living with the consequences of a broken system. Though we might not all agree on the exact solution, we all agree something has to be done. If people see a part of themselves in my story, and are inspired to get involved, then maybe we’ll be able to make the people in Washington pay attention to us and get something done.

thats cool. i, for one, am impressed with the hardware. the device, though bulky, is increadibly easy to use and in the 2nd gen zune wouldn't change a thing, same for the ui. Now the part that is irrating me; the fact that the zune seems to be completly abandoned by microsoft. only to 1.4 in almost a year, not good. wifi restrictions need to be lifted to make "the social" work, add video to zm. in short the zune is the only good thing about owning a zune.

And they have placed trust in the government not just to fix the economy but to do so with minimal waste and, more importantly, in a way that destroys--not reinforces--the culture of rot that created the crisis in the first place. Collectively they have the power to take that trust away, and while that might spell economic doom for all of us, they might understandably (or rightly) conclude that the government's blowing it anyway, so why waste the extra few hundred billion dollars. http://www.watchgy.com/
