How much do the bonuses matter

So the House has passed the "give us that damn money back, AIG" bill by a wide margin. Later I'll go through and try to pick out the people (mostly Republican, but perhaps some Democratic), who voted for the bailout but against the bonus tax--the people, in other words, without the foggiest claim to principle.

But for now, let's reflect on what just happened. Because even assuming this thing gets signed into law and that the political controversy about these particular bonuses ends quickly, there are still a lot to consider. Will bailed out companies try to exploit loopholes in this law and award their executives yet more bonuses? Will Timothy Geithner and Barack Obama be able to seize the space that opens up when the mess gets swept away and restore public faith in their ability to address the many aspects of this crisis? Crucially, was the fact that these bonuses went through a fluke, or a symptom of the government's inability to control one rogue company among many in the way they need to? And, if it was a fluke, will the administration become more attuned to the political fact that these relatively small sums of money have come to hold very deep meaning to the vast majority of Americans who work very hard for modest salaries and think, perhaps rightly, that they're being conned?

They (and I'd include myself in 'they') will never know what it feels like to be a millionaire, let alone how it feels to be handed millions in lump sum. They will never be rewarded (excuse me, retained) if they fail in even a minor way. And they have placed trust in the government not just to fix the economy but to do so with minimal waste and, more importantly, in a way that destroys--not reinforces--the culture of rot that created the crisis in the first place. Collectively they have the power to take that trust away, and while that might spell economic doom for all of us, they might understandably (or rightly) conclude that the government's blowing it anyway, so why waste the extra few hundred billion dollars.

That's why I think that--though it's easy to place too much emphasis on this particular episode, and that doing so only makes it harder for the White House and Treasury to address the problem--there is an underlying issue here that matters quite a bit. It's not that the success of the bailout depends on what happens to these $160 million, but that these $160 million strongly suggest that some very rich, and, perhaps, very bad men have leveraged their way into control of the whole bailout process and the government's now following their lead. And their incentives are, to say the least, not in line with the best interests of the vast majority of taxpayers.

If that perception is correct, then it's hard to imagine the financial rescue succeeding. If that perception is incorrect, but still pervasive, it very much limits the tools Geithner et al. may need to complete the process, and in that sense, it's important for the administration to reverse the perception. Noam Scheiber writes:

I mean, however you feel about what Geithner knew about the bonuses and when he knew it, you have to concede that his far bigger concern throughout this time was preventing the global economy from self-immolating. As a substantive proposition, how much would we even want a Treasury secretary to focus on $165 million in bonus money while there were hundreds of billions of dollars in bailout money flowing to AIG and other companies? Doesn't seem like that would be a particularly good use of his time beyond a certain point.
And Ezra Klein writes:
[G]iven the information Geithner had available, it's hard to argue that he should have stopped the bonuses. The AIG retention payments were one-tenth of one percent of the money we've given AIG, much less the rest of the system. Whether Geithner knew of them early or late, he probably didn't consider them a priority.

And I think both badly underestimate the extent to which this was the manifestation a genuinely systemic problem. It's simply not the case that Geithner and other high-level economic officials were so concerned with the bigger picture that they outsourced the question of compensation to Congress entirely. On the contrary, they were extremely involved in resolving that very question. They were opposed to strict compensation limits. And even though they may not have winked and nodded at AIG specifically, or at this or that bonus package, they made a calculation and arrived at the conclusion that caving to the extortion of the very people who triggered this collapse was worth a few hundred million tax payer dollars.

It's hard to say exactly why they decided that. I'm sure that in part they underestimated the potential for political backlash, and now they've learned their lessons the hard way. But clearly they also thought that letting executives take home big fat piles of government money was either a matter of expedience or a matter of necessity. And either way it has huge implications for the success or failure of one of the most expensive and urgent government programs in the country's history.

Comments

From thE wApO:

"The handful of souls who championed the firm's now-infamous credit-default swaps are, by nearly every account, long since departed. Those left behind to clean up the mess, the majority of whom never lost a dime for AIG, now feel they have been sold out by their Congress and their president.

...

Pasciucco (brought in in November by Liddy) cringed at the notion, articulated by many lawmakers and even President Obama, that Financial Products is a firm of nearly 400 reckless and greedy derivatives traders.

In actuality, he said, nearly all the troublesome sectors of the business -- namely, the risky credit derivatives written on mortgage-backed securities -- are now out of the equation, as are the people who worked on them. That leaves a small number of employees to untangle the remaining trades in four main areas: commodities, interest rates, currency and equities -- most of which were fully hedged and have caused little problem. The effort also requires a sizable number of "back office" staff, such as systems, computing, accounting, human resources and legal teams. "

That would stand in contrast to the widely held belief expressed above:

"they made a calculation and arrived at the conclusion that caving to the extortion of the very people who triggered this collapse was worth a few hundred million tax payer dollars."

That may be too much reality for the reality based community to absorb.

homerun post, Brian.

Since the new AIG CEO has thus far refused to give Cuomo the list of those who got the bonuses, it is somewhat difficult to know nearly all the troublesome sectors of the business -- namely, the risky credit derivatives written on mortgage-backed securities -- are now out of the equation, as are the people who worked on them. (as Pasciucco, via super-reliable and unbiased WaPo reports).

Further: That leaves a small number of employees to untangle the remaining trades in four main areas: commodities, interest rates, currency and equities -- most of which were fully hedged and have caused little problem. The effort also requires a sizable number of "back office" staff, such as systems, computing, accounting, human resources and legal teams. "

Since I checked my trust, and wallet, in financial executives at the pole dancing bar's checkroom were they probably hang out after work - spending their bonus money on getting a bonus, we have only words (not facts) to say if the CDS issue is gone and the rest is no problem. I'm also curious if the back office staff that is used as a creep's crutch in the quote got anything from the bonus deal - but we can trust that they didn't because we know the total number who got bonused.

I hasten to add that AIG bonuses don't give me a boner, but just reveal the contempt Wall Street big guys have for the US taxpayers. I got the message some time ago, but they insist on reconveying it again and again through bad acts.

So, the WaPo wail doesn't work for me, and in fact a reverse Reaganism works better: Don't trust, but verify under oath in a grand jury. That's a reality that the reality based community could rely upon, maybe.

Re: "I'm also curious if the back office staff that is used as a creep's crutch in the quote got anything from the bonus deal - but we can trust that they didn't because we know the total number who got bonused."

From the news:

"Cuomo, who has subpoenaed the names, had other details of the bonuses. He said that of the 418 employees who received bonuses, 298 got more than $100,000. The highest bonus was $6.4 million, and six other employees received more than $4 million. Fifteen other people received bonuses of more than $2 million, and 51 received $1 million to $2 million."

So of 370 current employees, 418 got bonuses. OK, we know some people wound down their work and left, but yes, I have no doubt the back office people got bonuses, too.

Posted by: Tom Maguire on March 19, 2009 10:52 PM

Sorry Tom, but He said that of the 418 employees who received bonuses He didn't say that the Financial Products division had only 418 employees, and I doubt that is the total number. FP was in more than just London, but in NY (and probably elsewhere) as well.

298 got more than $100,000. Do systems, computing, accounting, human resources and legal teams get $100K bonuses (except maybe the lawyers)? I doubt that as well. HR, accounting, systems and computing folks? For many of them, a $100K bonus would double their income, and the contract guaranteed that they'd get their 2007 bonus regardless of 2008 performance.

Finally, I just don't accept that that extortion should be paid because they might leave and go to competitors, nor do I accept that they are not replaceable. Extortion is extortion whether done by mobsters or white collar money manipulators - I mean manipulators in the worst sense of that word. Fraudsters is actually better.

Posted by: JimPortlandOR on March 20, 2009 01:36 AM

Well, regardless of the AIG money, do you really think the stimulus plan will work. I have some doubts, and am certain in the long term will raise the debt level as well raise the likelihood of huge inflationary pressure later on. I was looking the other day, at a site,
http://www.recessioninfocenter.com
where it was showing the cyclicality in the economy. Maybe we should just let the cycle take its course. Just my 2 cents.

Re: "Sorry Tom, but He said that of the 418 employees who received bonuses He didn't say that the Financial Products division had only 418 employees, and I doubt that is the total number. "

I think you are going to be happier doing your own research. If you are familiar with Google you might start with this letter from Liddy to Geithner, in which he explains that AIG FP has "about 400" employees.

http://www.foxbusiness.com/story/markets/read-aig-financial-products-employee-retention-plan/

In other press reports I have seen that there about 370 employees now, and some bonus recipients had left before March 15 and are not in the 370.

I know from personal accounts that secretaries at AIG FP got $25,000 to $50,000 bonuses one year, but that was a while ago and you have no reason to take my word for it anyway.

I know that is a lot of reality for the reality-based to process, but still...

Posted by: Tom Maguire on March 20, 2009 09:29 AM

This is from the LA Time stoday:

"One administrative worker who was transferred to FP from another AIG unit said it had the reputation of "paying out huge bonuses." In her first year there, the woman's annual bonus jumped from $12,000 to $40,000."

Whatever.

BILLIG LEBEN in POLEN FÜR DEUTSCHEN

Geballte Information.

Bonuses are useless. Only power can make people work properly.

Posted by: celebrities exposed on November 22, 2009 11:26 PM

And they have placed trust in the government not just to fix the economy but to do so with minimal waste and, more importantly, in a way that destroys--not reinforces--the culture of rot that created the crisis in the first place. Collectively they have the power to take that trust away, and while that might spell economic doom for all of us, they might understandably (or rightly) conclude that the government's blowing it anyway, so why waste the extra few hundred billion dollars. http://www.watchgy.com
